Constitution of the Principality of Seridovia

Promulgated on March 20, 2023

Preamble

We, the citizens of the Principality of Seridovia, gathered in a spirit of fraternity, imagination, and cultural sovereignty, proclaim this Constitution as an expression of our will to build a digital nation that is just, creative, and sustainable, dedicated to the common good and to human flourishing in all its forms. Inspired by the principles of liberty, dignity, peace, and knowledge, we found Seridovia as a refuge of ideas, a voluntary homeland, and a community free from physical borders.

TITLE I – The Nation and Its Foundations

Chapter I – National Identity

Art. 1The Principality of Seridovia is a sovereign, digital, and cultural micronation, founded on March 20, 2023, with its symbolic seat in its capital, Lumaria.

Art. 2The foundations of Seridovia are:

  • Digital and symbolic sovereignty
  • Individual and collective freedom
  • Social justice
  • Cultural diversity
  • Environmental sustainability
  • The promotion of science, education, and technology

Art. 3Seridovia has no real territorial claims and recognizes the principles of peaceful coexistence with all nations of the world.

TITLE II – Form of Government and Organization of Power

Chapter I – Form of Government

Art. 4The form of government is Constitutional Monarchy, with powers limited by this Constitution.

Art. 5The Head of State is the Prince or Empress, symbol of continuity, unity, and national identity.

Art. 6The powers of the nation are independent and harmonious among themselves:

  • Executive Power
  • Legislative Power
  • Judicial Power

Chapter II – Executive Power

Art. 7The Executive Power is exercised by the Prince, assisted by appointed ministers.

Art. 8The Prince is responsible for:

  • Representing Seridovia in official and symbolic acts
  • Appointing and dismissing ministers
  • Proposing decrees and regulations
  • Sanctioning laws approved by the Assembly of the Principality
  • Promoting culture, symbolic diplomacy, and national unity

Art. 9The Prince may create, by decree, agencies, councils, and ministries for better administration of the nation.

Chapter III – Legislative Power

Art. 10The Legislative Power is exercised by the Seridovian Assembly of the Principality, formed by citizens appointed or elected according to rules defined in its own regulations.

Art. 11The Assembly is responsible for:

  • Discussing and voting on bills
  • Proposing amendments to the Constitution
  • Overseeing the acts of the Executive
  • Representing the interests of the Seridovian population

Chapter IV – Judicial Power

Art. 12The Judicial Power is symbolic and has the function of ensuring legal coherence and resolving internal citizenship and governance disputes.

Art. 13The Principality Council of Justice shall be established, with deliberative and interpretative functions regarding this Constitution.

TITLE III – Seridovian Citizenship

Art. 14Any individual who voluntarily registers as a citizen and accepts the principles of this Constitution is a Seridovian.

Art. 15The citizen shall have the right to:

  • A NUIP (Unique Personal Identification Number)
  • A CNIP (Citizen National Identification Profile)
  • Participate in projects, programs, events, and political processes

Art. 16The citizen has duties:

  • To respect the values of the nation
  • To participate ethically and constructively
  • To promote the common good

Art. 17Honorary citizenship may be granted by the Prince to individuals or institutions that have contributed to the Seridovian cause.

TITLE IV – The Capital and Provinces

Art. 18The capital of Seridovia is Lumaria, symbol of wisdom, light, and unity.

Art. 19The Principality may be symbolically divided into Provinces and Thematic Territories, created by decree.

Art. 20Each province may have its own representation in the Assembly of the Principality and partial cultural autonomy.

TITLE V – National Symbols

Art. 21The official symbols of the Principality of Seridovia are:

  • The Flag of the Principality
  • The Coat of Arms
  • The Seridovian National Anthem
  • The Seal of the Principality

Art. 22The symbols shall be defined by decree and approved by the Assembly of the Principality.

TITLE VI – Culture, Education, and Technology

Art. 23Seridovia shall promote:

  • The production and dissemination of independent culture
  • Open education and access to knowledge
  • The ethical use of technology and artificial intelligence

Art. 24The creation of archives, digital libraries, virtual museums, and symbolic public collections shall be encouraged.

TITLE VII – Diplomacy and Recognition

Art. 25Seridovia may maintain symbolic relations with other micronations, cultural organizations, or individuals.

Art. 26Seridovia does not claim real territory and respects the sovereignty of all nations recognized by international law.

TITLE VIII – Final and Transitional Provisions

Art. 27This Constitution enters into force on the date of its promulgation.

Art. 28Until the formation of the Assembly of the Principality, the Prince may legislate by means of provisional decrees.

Art. 29This Constitution may be amended by proposal of the Prince and approval of two-thirds of the Assembly of the Principality, when formed.

Art. 30No symbolic, cultural, or political act of Seridovia may be used to promote hate speech, oppression, or intolerance.

Art. 31Promulgated on March 20, 2023, in the city of Lumaria, capital of the Principality of Seridovia. Long live Seridovia! Long live the free people!
