Establishes the Seridovian Citizen Identification System

His Serene Highness in the exercise of his constitutional duties as Head of State of the Principality of Seridovia, as provided for in the Constitution promulgated on March 21, 2023,
CONSIDERING the need to regulate and organize the official identification of Seridovian citizens;
CONSIDERING the importance of a clear, functional, and symbolic system for citizenship registration;
DECREES:
Art. 1 – The Seridovian Citizen Identification System is hereby established, composed of the following elements:
- NUIP (Unique Personal Identification Number): A sequential and individual number that officially identifies each registered citizen of the Principality of Seridovia.
- The standard format will be: SRD-0725ITG00005 SRD-XXXX, where XXXX represents the sequential number.
- The NUIP is permanent, non-transferable, and used for administrative and official identification.
- CNIP (Citizen National Identification Profile): A visual, digital, or printed document that proves Seridovian citizenship.
- The CNIP must contain, obligatorily:
- Full name of the citizen
- Corresponding NUIP
- Real and symbolic nationality
- Date of issue
- Photo or avatar
- Seal of the Principality and official signature (Prince or competent Minister)
Art. 2 – The issuance of the CNIP and NUIP shall be carried out by the Ministry of Citizenship and Public Relations, and may be automated through the official digital platform.
Art. 3 – The issuance of the CNIP may be:
• Ordinary: for regular citizens;
• Honorary: for citizens awarded for symbolic merit;
• Provisional: for special events or programs, with limited validity.

Art. 4 – The citizen database shall be kept administratively confidential, except with express authorization for public disclosure.
Art. 5 – This decree enters into force on the date of its publication.
