On the Structure and Format of the NUIP (National Personal Identifier)

His Serene Highness Sovereign of the Principality of Seridóvia, in the exercise of his constitutional powers and in accordance with the Constitution promulgated on March 20, 2023,
WHEREAS The necessity of regulating and organizing the structure of citizen identification across the Principality;
WHEREAS The need for a scalable, clear, and symbolic system for issuing Personal Unique Identification Numbers (NUIPs) to citizens;
HEREBY DECREES:
The Personal Unique Identification Number (NUIP) shall follow a modular and structured format, defined as follows:
Format: SRDMMYY<INITIALS><SEQUENCE>
Where:
- SRD = National prefix of Seridóvia
- MMYY = Month and year of issuance (e.g. July 2025 → 0725)
- <INITIALS> = The three-letter initials of the citizen's name
- <SEQUENCE> = A 5-digit number unique within the given series
Each unique combination of month/year and initials constitutes a series, within which the NUIP is incremented sequentially starting from 00001.
Examples:
- SRD0725TEC00001 → First citizen with initials TEC in July 2025
- SRD0725TEC00002 → Second citizen with same initials and month/year
- SRD0625ANC00002 → Second citizen with initials ANC in June 2025
Note: The sequence is not global across all citizens, but unique per prefix series.
1. The NUIP shall be generated automatically through the official Citizen Registry System managed by the Ministry of Citizenship and Public Relations.
2. The system shall ensure:
- Prevention of duplicate NUIPs within the same series
- Standardized logic for generating initials (e.g. first letters of full name)
- Internal logs and auditability
- The NUIP shall be the primary identifier of all registered citizens in the Principality of Seridóvia.
- It shall be permanently attached to the citizen and referenced in all official documents, including the CNIP.
- This decree enters into force on the date of its publication.
