Decree No. 004/2023

On the Creation of the Seridovian Passport and International Travel Identification System

April 25, 2023

His Serene Highness Sovereign of the Principality of Seridóvia, in the exercise of his sovereign and constitutional duties, and in accordance with the goals of national identity and symbolic international representation,

CONSIDERING The importance of establishing a national passport as a symbol of citizenship, legitimacy, and international identity;

CONSIDERING The need to regulate the format, issuance, and classification of such documents for internal consistency and external presentation;

HEREBY DECREES:

Art. 1 – Creation of the Seridovian Passport
The Passaporte Seridoviano (Seridovian Passport) is hereby established as the official symbolic international identification document issued to citizens of the Principality of Seridóvia.
Art. 2 – Numbering Format

Each passport shall bear a unique passport number according to the following structure:

SR1234567

Where:

  • SR = Prefix denoting 'Seridóvia – Regular Passport'
  • 1234567 = Seven-digit sequential identifier

Example: SR0000001 → First passport issued

Art. 3 – Categories of Passport

The following passport categories are hereby established:

Each passport category follows the same 7-digit numerical format, e.g., SD0000032.

Art. 4 – Visual and Structural Requirements

The Seridovian Passport shall include the following elements:

  • Full name of the citizen
  • Passport number (e.g. SR0000010)
  • NUIP (linked to CNIP)
  • Date of issue and symbolic expiration
  • Citizen photograph or avatar
  • Nationality: Seridovian
  • Type: Regular / Diplomatic / Honorary
  • Selo do Principado (Seal of the Principality)
  • Signature of the issuing authority
  • Optional: MRZ-compliant bottom section for international realism
Art. 5 – Issuance Authority
The issuance and management of all passport types shall be under the jurisdiction of the Ministry of Citizenship and Public Relations, which may delegate responsibilities to authorized sub-departments or officials.
Art. 6 – Entry into Force
This decree enters into force immediately upon publication and shall be registered in the Official Gazette of the Principality of Seridovia.
